Community Choice Aggregation (CCA)

PG&E will continue to deliver electricity through our transmission and distribution system and continue to provide metering, billing, maintenance, and outage response services. Other PG&E services and programs available to CCA customers include:

Once a city or county implements or joins a CCA, California law requires that customers within their jurisdiction be automatically enrolled in CCA service. CCA’s are required to notify customers of their services. Customers will receive at least two notices during a 60-day period (dependent on if enrollment occurs during a CCA expansion or within an existing CCA territory). These notices will provide customers with the CCA’s contact information.

Please contact PG&E to start your electric service. PG&E will work with your CCA provider to begin service.

CCA service continues to expand across the state of California. There are currently 12 CCAs operating within PG&E’s jurisdiction. For a list of registered CCAs and additional information, please visit the California Public Utilities Commission.

Customers will receive a consolidated bill that includes both PG&E and CCA charges. PG&E will also collect payments on behalf of the CCA for CCA customers. For more information on how to read your blue bill, please visit Understand Your Bill.

The Power Charge Indifference Amount (PCIA) is a charge to ensure that both PG&E customers and those who have left PG&E service to purchase electricity from other providers pay the above market costs for generation resources that were procured by PG&E on their behalf. “Above market” refers to expenditures for electric generation resources that cannot be fully recovered through sales of these resources at current market prices. PG&E bundled customers pay the PCIA associated with the most currently available vintage year. CCA customers will pay the PCIA fee based on the vintage associated with the period they transitioned to CCA service.

PG&E acts as a collection agent for the Franchise Fee Surcharge (FFS), which is levied by the California Public Utilities Commission on behalf of cities and counties in PG&E’s service territory for all customers. PG&E bundled customers pay the FFS associated with the most currently available vintage year. CCA customers pay the FFS associated with the period that the customer transitioned to CCA service.

East Bay Community Energy (EBCE) is now Ava Community Energy (Ava). Ava is a public agency focused on investing in our community through renewable energy, competitive rates, and local programs. Ava is governed by representatives from each member jurisdiction.

Ava began serving Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Oakland, Piedmont, San Leandro, Union City, and unincorporated Alameda County in June 2018. In April 2021 Ava began service to the cities of Newark, Pleasanton, and Tracy.

CleanPowerSF provides San Francisco residents and businesses with renewable energy at competitive rates.

Operated by the San Francisco Public Utilities Commission, CleanPowerSF is a not-for-profit program with public oversight and stable rates. Customers have two options for cleaner electricity: Green and SuperGreen. Green service is at least 50% renewable and SuperGreen service is 100% renewable.
